The FCC provided guidance regarding the Lifeline recertification
process for 2013 and beyond. All active Lifeline subscribers enrolled or
recertified in a calendar year must be recertified by the next calendar year
and every calendar year thereafter. The FCC also establishes a process by which
eligible telecommunications carriers (ETCs) can elect to have the Universal
Service Administrative Company (USAC) perform the recertification process for them. ETCs electing this option must provide notice to USAC by June 21, 2013, and provide subscriber lists by July 15, 2013.
