The Regulatory Mix, TMI’s daily blog of regulatory activities, is a snapshot of PUC, FCC, legislative, and occasionally court, issues that our regulatory monitoring team uncovers each day. Depending on their significance, some items may be the subject of a TMI Regulatory Bulletin (our popular subscription service). Most will simply be activities that we felt would be of interest to our blog followers. We plan to post a fresh list every morning between 10 AM and 11 AM.
TELECOM
US Congress
Bills introduced in the US Senate and House of Representatives would prohibit states and local governments from imposing new discriminatory taxes on wireless goods and services for five years.
FCC
The FCC revises the data that will be reported on its Form 477 starting in 2014. The changes are intended to reduce reporting burdens and enhance the usefulness of the data. Watch for a TMI Bulletin.
South Carolina
The North American Numbering Plan Administrator has asked the PUC to approve an all service distributed overlay of the 843 NPA to address pending number shortages.
Maine, New Hampshire, & Vermont
FairPoint PAP. Under a Settlement Stipulation to be implemented in all three states, the parties support replacement of FairPoint’s existing Carrier to Carrier Plan (C2C) for measuring wholesale performance and the Performance Assurance Plan (PAP) with a Simplified Performance Metrics Plan (SMP).
The areas of agreement include (1) a state-specific single monthly performance report, (2) product consolidations, (3) removal of UNE-Platform, line-sharing, and line-splitting products from the PAP, (4) metrics scored simply as met or miss, (5) performance credits, (6) an initial list of metrics, and (7) the elimination of hundreds of metrics reported in the existing C2C and PAP plans.
