TELECOM

FCC
The FCC announced that the FY 2013 regulatory fees must be paid by 11:59 PM, Eastern Daylight Time, on September 20, 2013. The FCC also announced that its filing and payment system (Fee Filer) is available for filing and payment. See The Regulatory Mix dated August 13, 2013.

KANSAS
The Corporation Commission concluded that, as of July 1, 2013, its Billing Standards are no longer applicable to telecommunications carriers and electing carriers. The Commission invited parties to file reply comments on the remaining issues in its proceeding considering implementation of HB 2201. The issues include how to treat the cap on rate-of-return carrier support; annual reports; certificates of convenience; and the identical support rule. Enacted in May 2013, HB 2201 eliminated most of the Commission’s jurisdiction over IXCs, CLECs, and ILECs that are electing carriers as of July 1, 2013.
