TELECOM

 

Kansas

The Kansas State Corporation Commission has opened a proceeding to determine the Kansas Universal Service Fund (KUSF) assessment rate for the March 1, 2014 to February 28, 2015 funding year. All ILECs, electing carriers, and competitive eligible telecommunications carriers (CETCs) receiving KUSF support must submit certain data by October 18, 2013.

 

Due to recent legislation (HB 2201), Southwestern Bell Telephone Company will no longer receive KUSF support effective January 1, 2014. HB 2201 also capped KUSF support for CETCs and reduces their KUSF support beginning March 1, 2014. The Commission has not yet decided whether CETC support should be reduced when the incumbent carrier’s KUSF support decreases. The Commission said that if it determines prior to October 18, 2013, that a CETC’s KUSF support must decrease whenever an incumbent carrier’s KUSF support decreases prior to March 1, 2014, the CETC may notify the Commission that it is electing not to submit its access line and preliminary KUSF support calculations for SWBT areas.

 

Nebraska

The Nebraska PSC’s quality of service rules for intrastate toll calls will become effective September 2, 2013. The rules apply to all IXCs and LECs. They prohibit carriers from engaging in any practice, including blocking, choking, reducing, or otherwise restricting telecommunications traffic to particular locations in an unjust or unreasonable manner.
