Alaska

The Public Regulatory Commission has rescheduled the Technical Conference to be held in conjunction with its docket considering the carrier of last resort (COLR) obligations of AT&T, the incumbent IXC in Alaska. TMI Regulatory Bulletin Service subscribers see Bulletin dated 7/18/14. The technical conference will now be held on August 11, 2014, and will continue through August 14, 2014, if necessary. The conference had been scheduled for August 7, 2014. The docket will consider: (1) defining essential COLR duties and obligations; (2) establishing a process and possible considerations for reassigning COLR duties in a given location, area, or region; and (3) establishing a process and possible considerations for eliminating COLR duties and obligations in a given location, area, or region.

CenturyLink Non-Impaired Wire Centers

CenturyLink has recently filed petitions seeking to add to its list of non-impaired wire centers in several states.

  • In Arizona, CenturyLink is seeking to change the designation of the Scottsdale Main wire center from a Tier 2 wire center to a Tier 1 wire center. Affected CLECs have until August 1, 2014, to file objections or raise substantive issues.
  • In Colorado, CenturyLink  is  seeking to add the Aurora Main and Denver South wire centers to its list of non-impaired wire centers. Persons wishing to intervene in or participate as a party in this proceeding must file petition for leave to intervene no later than July 24, 2014.
  • In Iowa, CenturyLink is seeking to add the Davenport East and Cedar Rapids Downtown wire centers to its list of non-impaired wire centers as Tier 2 wire centers. A comment date has not yet been established.
  • In New Mexico, CenturyLink is seeking to add the Farmington Main wire center to its list of non-impaired wire centers a Tier 2 Wire Center. A pre-hearing conference will be held July 30, 2014.
  • In Oregon, CenturyLink is seeking to add the Portland Belmont wire center to its list of non-impaired wire centers as a Tier 1 wire center. A telephone prehearing conference will be held July 24, 2014.
  • In South Dakota, the PUC approved CenturyLink’s request to add two wire centers to its list of non-impaired wire centers. Accordingly, the Sioux Falls wire center is now designated as a non-impaired Tier 1 wire center for DS1, DS3 Transport, and Dark Fiber and the Rapid City wire center  is now designated as non-impaired Tier 2 wire centers for DS3 Transport and Dark Fiber.
  • In Utah, CenturyLink is seeking to add the American Fork and Orem wire centers to its list of non-impaired wire centers. Comments are due July 21, 2014; reply comments are due July 31, 2014.
