TELECOM
FCC
The FCC announced that responses to its special access data request collection will be due December 15, 2014. The amended collection reflects changes made by the Office of Management and Budget. The FCC also extended the dates for filing comments in its Further Notice of Proposed Rulemaking considering changes to its rules for granting pricing flexibility for the special access services provided by price cap ILECs. Comments are now due April 6, 2015; reply comments are due May 18, 2015.

Michigan
The PSC announced that Staff will convene an informational collaborative within 30 days to allow alternative telecommunications relay service (TRS) providers to present the types of services that they offer. AT&T will discontinue offering TRS service to customers of other basic local exchange carriers (LECs) effective Feb. 1, 2015. AT&T plans to continue to offer TRS to its own customers. Nebraska
The PSC is asking for comment on Staff’s proposal for making funding available to Public Safety Answering Points (PSAPS) to reimburse them for certain costs associated with implementing Text-to-911. Comments on Staff’s proposal are due October 3, 2014. A hearing will be held October 7, 2014. A workshop to discuss resources available to educate the public on Text-to-911 will be held October 30, 2014. Under Staff’s proposal, funding would come from the Enhanced Wireless 911 Fund. The FCC recently required that all CMRS providers and providers of interconnected text messaging applications be capable of supporting Text-to-911 services by December 31, 2014.
