TELECOM

 

Colorado

The PUC will hold Public Comment Hearings during the week of July 13-17, 2015, in its consideration as to whether basic service in certain areas of Colorado is/is not subject to effective competition. The PUC will review 104 wire center serving areas. The phase one hearings will take place in Denver, Colorado Springs, Fort Morgan, and Alamosa. New York

The PSC has delayed its vote on the proposed merger of Comcast Corp. and Time Warner Cable, Inc.  Pursuant to a request from Department of Public Service staff, the parties agreed to extending the PSC review (originally slated for a vote in October 2014 and extended several times) to a Commission Session held on or by February 26, 2015, with a final order being issued no later than March 3, 2015.  Late last week, Time Warner Cable told the PSC that it will not request any further redactions to the build-out information in Exhibit 46 as the majority of the projects listed in that Exhibit have been completed.  See the Regulatory Mix dated 1/13/15.

 

Oregon

The PUC has scheduled a prehearing conference for February 11, 2015, to set a schedule for Phase III of its investigation into the Oregon USF (OUSF). The PUC recently rejected a stipulated settlement that called for further reductions to the OUSF, an increase in the OUSF surcharge cap, and other changes. The PUC said that, by summarily proposing continued reductions in OUSF support and other agreements, the stipulation would prevent it from fully examining all the issues it is required by law to consider as part of its administration of the OUSF.
