Regulatory updates from state and federal agencies

The Regulatory Mix, TMI’s daily blog of regulatory activities, is a snapshot of PUC, FCC, legislative, and occasionally court, issues that our regulatory monitoring team uncovers each day. Depending on their significance, some items may be the subject of a TMI Regulatory Bulletin (our popular subscription service).

Connecticut

The Public Utilities Regulatory Authority has directed that an industry committee be formed to oversee implementation of the 959 area code. AT&T will act as a co-chair of the 959 NPA Implementation Committee. The industry should designate another co-chair to assist AT&T.  No later than October 1, 2013, the Committee must file a 959 NPA Implementation Calendar with the Authority that details network preparation events and dates, the first date that carriers may request new 959 NPA NXX code assignments, the earliest possible date when the 959 NXX codes become effective and numbering resources assigned to customers/end users, and the date(s) when customer education programs would be conducted. Watch for a TMI Bulletin when a final order is released.

Nebraska

The Public Service Commission will hold a public hearing on August 20, 2013, to discuss whether it should accelerate the combination of its dedicated wireless fund program and its newly established Nebraska Broadband Pilot (NEBP) Program. The PSC proposed two alternatives: (1) combine both programs in 2014 by allocating $9 million in support for the NEBP which could be used for wireline and/or wireless infrastructure improvement projects; or (2) combine the support for both programs to a lesser degree but combine the support faster than four years.
