TELECOM
FCC and California
The FCC granted a petition filed by the California PUC seeking an extension of the deadline by which it is required to incorporate a third party identification verification system into its process to detect and eliminate duplicative support. The incorporation of the verification system was required as a condition of the FCC’s March 2013 grant of the CPUC’s request to opt-out of the National Lifeline Accountability Database to prevent duplicative support in the Lifeline program. With this extension, the CPUC must now comply with this condition by December 31, 2013.
Texas
At its August 9, 2013, meeting, the Texas PUC will consider adopting amendments to its substantive rules relating to the Lifeline service program and Link up service program to conform to the changes in the federal program made in 2012. Watch for a TMI Bulletin.
Utah
The Utah PSC will hold a status conference on August 20, 2013, to discuss the current status of the Lifeline eligibility and recertification process as it relates both to the year-end 2013 recertification and a permanent, ongoing process for future years. The PSC requested that the Division of Public Service come to the meeting prepared to lead a discussion of the current status of discussions and plans with the Department of Workforce Services (DWS). DWS was invited to attend and discuss its current expectations. Other interested parties are invited to present perspectives to help determine the best process for Lifeline eligibility and recertification and any potential changes to Administrative Rules.
