As a reminder, FY 2013 regulatory fees must be paid by 11:59 PM, Eastern Daylight Time, on September 20, 2013. The 2013 interstate telephone service provider (ITSP) fee factor is 0.00347 per revenue dollar. The ITSP category includes IXCs, CLECs, IXC resellers, debit card providers, OSPs, inmate service providers, pay telephone providers, interconnected VoIP providers, and audio bridging service providers. There are separate fee categories for other common carrier services, including but not limited to CMRS mobile services, Earth Stations, and International Bearer Circuits.

 

ITSPs must use the FCC’s electronic payment system called Fee Filer to begin the process of paying annual regulatory fees, even if they do not intend to pay online. During the regulatory fee season, fees may be paid by credit card through Pay.gov, by check, money order, or debit card, or by placing a credit card number on the Form 159-E remittance advice and mailing the fee and form to Federal Communications Commission, Regulatory Fees, P.O. Box 979084, St. Louis, MO 63197-9000. Beginning October 1, 2013, checks and hardcopy forms will no longer be accepted and all payments will have to be made by online ACH payment; online credit card; or wire transfer.
