Maine PUC Changes Rules for ETC and Lifeline/Link-up

The Maine PUC adopted amendments to the standards for the designation and annual certification of Eligible Telecommunications Carriers (ETCs). In a separate Order, it also adopted amendments to the eligibility criteria for the Lifeline and Link-Up programs. North Dakota Adopts Prepaid Wireless E911 Fee

A new North Dakota law creates a separate prepaid wireless (PPW) emergency 911 fee.  Effective January 1, 2014, a seller of prepaid wireless service must collect the fee on each retail transaction and remit the fee at the same time and in the same manner as sales and use tax.
